Looks like a lot of room between the seats there. Obviously you can't tell just from this picture, but it may be a case of two people on the accessibility coach who don't really need to be there.

@Anonymous 1 - do I need to use the accessibility car? No. Does my travelling companion? Yes. Of course, we sit together and if I see someone who needs a seat more than I do, I always offer mine.

Sometimes the accessibility cars are used elsewhere on the fleet and you can climb on the train and it's the 2nd car and bam, bench seats.
