Why were they standing? Do they not know how to speak? "Excuse me, please move your papers," and start moving into the seat. I've done it plenty of times.

Ya I wounder that as well, did anyone actually ask to use the seat? Or did they do that annoying Canadian thing where everyone stands around glaring/muttering passive aggressively but nobody ever actually goes and talks to the person involved.

People are afraid to respond and provoke anyone or "kick up any dust" and, thus, "create a scene" because there are so many stupid laws on the books regarding social behavior, harassment, "making threats", "violating the liberties of others" and all that.
No-one wants to potentially put themselves in a position where they might wind up on-the-books as a "culprit" or "predator".
The authorities and others around you are not always very supportive and can leave you "on your own" in tight situations.
