The other day I took a seat where someone was resting their feet (with shoes on), he was nice enough to move when I asked for the seat but I made sure he saw me clean the seat before I sat down (it was one of those old vinyl seats).

The seat bases actually flip up (they are held down by velcro), so you can rest your feet on the seat base underneath. This was pointed out by a Transit Safety offcier to someone sitting near me the other day.

Personally, I can't understand the appeal of putting your feet on the seats, despite being 6' and long legged... much better to stretch out my legs underneath the seat opposite.
